Abstract
A handoff-conformance attestation service is proposed herein that operates between two autonomous artificial intelligence (AI) agents and, before a receiving agent acts, determines whether a handoff conforms to their shared plan by being complete, consistent, and in-scope. The determination is independent of the originating agent's trust standing and is cryptographically bound to the receiving agent's action authority, so a nonconformant handoff cannot unlock autonomous action.
