Abstract

A group of independently governed agents may negotiate a plan, freeze their interaction, and receive a neutral evaluator decision. A broad permission or signed recommendation can still be misapplied to a different actor, a changed API request, an altered resource, a previous epoch, another phase, a revoked owner authority, or a reused nonce. An external operation may also be accepted by an API without a definitive response. None of these steps — recommendation, local approval, admission, dispatch, remote acknowledgment, or confirmed effect — may be inferred from the one before it. A valid signature does not prove the facts are correct, and a one-use authorization at a local sink does not by itself guarantee exactly-once remote effects.

Difference from earlier parts: Earlier embodiments control the joint plan, the freeze, the evaluation snapshot, risk assessment, next-actor selection, plan corrections, agent role reconfiguration, and selective single-message communication. This embodiment provides the distinct protected issuance-and-effectuation gate: an actor-bound, single-use next-move passport that is verified against current actual parameters at the Finality Sink, with explicit handling of outcome uncertainty.

This embodiment (Part 11 of a 27-part series under Indian Patent Application Number 202631131650; full details at https://zenodo.org/records/23940766) defines a protected next-move passport. After the evaluator’s non-effective directive and independent local organizational consent, a constrained issuer creates an authorization object or protected admission slot bound to the selected actor, exact task and operation, joint-plan version, phase, freeze epoch, policy, resource state, and single-use allowance. The passport is not a freely transferable bearer token; possession of its bytes or slot number does not itself establish permission. At the protected Finality Sink, the system verifies the authorized actor context, current resource conditions, and actual pending effect parameters, then performs atomic consumption or an equivalent guarded state transition. Authoritative outcome classification distinguishes confirmed, partial, unknown, or denied results. A mandatory restriction is enforced before any subsequent phase. Remote uncertainty is preserved and reconciled rather than treated as success.

The architecture therefore turns an evaluator-selected next move into a tightly bound, single-use, independently verified authorization that fails closed on mismatch or uncertainty.
