Abstract
A user equipment (UE) stores layer 1/layer 2 triggered mobility (LTM) candidate configurations, each listing candidate secondary cells (SCells) with a short identifier unique within that candidate and the sCellIndex used in the candidate's RRC container. On receiving a cell switch command medium access control (MAC) control element, the UE derives the SCell activation bitmap length from the short identifiers configured for the target candidate, without a size indicator. It maps each set bit to an sCellIndex and activates the mapped SCell when that sCellIndex exists in the target configuration. The UE ignores a set bit without a valid mapping, activates the remaining SCells, and after the switch sends a mismatch indication listing the ignored short identifiers. The short identifier stays unchanged when sCellIndex values change, so early TCI-state activation is retained. A UE capability gates the format, with legacy sCellIndex addressing as fallback.
