Abstract

A method for satellite link control tracks one or more rain cells with a Kalman filter fed by the signal-quality reports of many user terminals. The filter's error covariance then drives three actions. First, it sets each terminal's fade margin for a target outage probability, so the margin is wide only where the rain picture is uncertain. Second, it decides which terminals report their signal quality next, choosing those whose reports would reduce the uncertainty most within a signalling budget. Third, it separates rain fades from faults at a single terminal, such as mispointing or a failing outdoor unit, through a normalized-innovation test against neighbouring terminals. In non-geostationary systems, reports toward several satellites along changing slant paths make the rain height observable and guide handover choices.
