Abstract
This defensive technical disclosure establishes a decentralized, automated mathematical matrix for filtering and classifying preprint document submissions based on deterministic enablement criteria rather than institutional affiliation or pedigree. By replacing blunt regulatory caps and credential-based gatekeeping (such as dot-edu or manual endorsement silos), this specification delivers a multi-stage singular value decomposition (SVD) and machine-executable parsing runtime to evaluate a document's algorithmic signal-to-noise ratio. It provides an objective, automated pipeline to isolate non-functional linguistic hallucinations from structurally enabled engineering code blocks and font-safe ASCII mathematical proofs. The primary industrial utility of this specification includes the provision of automated data-clearing engines for large-scale open-science repositories, preventing systemic denial-of-service surges caused by synthetic text spam while maintaining absolute access for independent human and machine-collaborative nodes. This document is explicitly published to construct a permanent prior art perimeter on the Technical Disclosure Commons, ensuring the global public domain remains open and non-enclosable.
