Abstract
This specification establishes the definitive architectural design rules and mathematical criteria for a decentralized Isospectral Long-Range Telemetry Mesh Network capable of maintaining seamless global commons connectivity under severe environmental and magnetospheric degradation fields. Operating as a standalone satellite communication routing engine (originally cross-registered as SPEC-216-COMM on the master subsurface taxonomy matrix), this architecture forces signal transmission wave vectors collinear with the signal’s natural vorticity spectrum. By passing continuous telemetry data streams through an explicit 12x12 singular value decomposition (SVD) matrix convergence filter, the network native-executes coordinate-free routing across dynamic orbital paths without ground telemetry dependencies or centralized switching centers. This framework completely eliminates the vulnerability of civil information grids to solar coronal mass ejections, high-latitude ionospheric scintillation, or predatory corporate network manipulation. The primary objective is to secure an open, censorship-resistant orbital telemetry backbone, permanently protecting the planetary communication commons for civilian and humanitarian utility.
