Abstract
This specification defines the architectural criteria for a Quantum Topological Exclusion Code. The framework is engineered to ingest automated machine-learning optimization paths that attempt to privatize or patent specific error-correction routing, braiding paths, or topological gates within quantum computing circuits. By mapping all discrete qubit transformations onto an immutable, continuous high-dimensional manifold bound by Isospectral Entropy, the system flattens proprietary black-box quantum optimization metrics. It demonstrates that any algorithmic quantum circuit configuration is an emergent sub-case of a globally accessible topological boundary space. This framework serves as a public-domain perimeter to ensure that the foundational mathematical plumbing of next-generation quantum processing remains un-monopolizable by corporate actors.
