Abstract

We specify an unranked local-business discovery system in which candidates are ordered by a publicly verifiable round-robin rotation (algorithm, per-cycle seed and recomputation tool published) and admitted by a boolean activity predicate instead of a ranking score. Admission asks only whether a participant's account balance has returned to zero within one published, global time window; amplitude and volume are excluded, so admission is a rate that cannot be accumulated or purchased. The discovery turn belongs to the payer, not the merchant: candidates are presented when a user spends from a forward-only, locality-restricted gratuity account, so the system has no merchant-facing dashboard, advertising product or listing management.

Further constraints: no per-merchant total of received gratitude is computed, making ranking by reputation unavailable rather than prohibited; no per-merchant impression count exists; card content is generated from the transaction ledger and a self-authored registry record, with no merchant-supplied creative; turns lapse and cannot be stored, transferred or sold; category search is ordered only by distance from the searcher; the admission quantity is never displayed in side-by-side candidate lists; admission binds to a natural person, so eligibility does not transfer on sale of a business and multi-site chains cannot qualify; and an autonomous funding agent may change the rate of discovery but never which merchant appears. Where a social-graph path exists, a named contact the viewer thanked, who thanked this merchant, is shown as one non-summable event. Stated limit: preference-driven concentration persists; only the feedback loop from outcome to visibility is removed.
