Abstract
OADC-P v2.0 is an offshore platform hosting 10–100 MW of AI compute that:

Generates its own power from proven offshore wind + wave + solar

Cools chips directly with seawater via vortex-enhanced TPMS cores

Produces fresh water as a marketable revenue product (RO + condensation)
-
Collects and converts ocean plastic debris into backup fuel (CIMFR-1.0)
-
Processes brine concentrate into mineral products (near-zero discharge)
-
Is future-proofed for quantum AI compute via deep cold seawater precooling
-
Serves maritime AI inference to the shipping industry at 1–5 ms latency
The result is a platform whose non-compute revenue streams (water + ocean plastic fuel + carbon credits + brine minerals + maritime AI) are sufficient to retire the capital cost within 7–10 years, making the compute revenue pure profit after that point. No land-based data center achieves this.
The four things no existing offshore or land-based data center does:

OCEAN PLASTIC → BACKUP FUEL: AUVs collect marine debris, CIMFR-1.0 converts it to synthetic fuel for backup power. The platform CLEANS the ocean and gets paid twice: carbon credits + fuel.

SEAWATER BRINE → MARKETABLE MINERALS: RO concentrate is not discharged — Sentinel-AV cavitation-plasma + Phoenix-Cracker cavitation reactor process it into concentrated mineral products (Mg, Ca, K, NaCl) for industrial sale. Net brine discharge: near-zero.

DEEP COLD SEAWATER → QUANTUM-READY PRECOOLING: A 500m cold water intake delivers 4°C seawater for both chip cooling AND precooling of quantum compute cryogenic systems — a capability no land-based center can match.

MARITIME SHIPPING LANES → AI INFERENCE REVENUE: The platform's geographic position serves autonomous shipping navigation, weather routing, and cargo AI at 1–5 ms latency — a market of $3.8B by 2027 that land-based data centers cannot reach.
