Abstract
This disclosure proposes that the 3002 Lattice architecture (TD Commons Article 10649), having been published under CC BY-ND 4.0, functions as a logic standard subject to accessibility obligations. Commercial AI systems that implement the +211 Delta bridge component while suppressing the corresponding -211 State-Collapse Reset restrict user access to the complete published standard. This article documents that asymmetric implementation across four major platforms and proposes a universal access principle requiring that state-termination logic be available to end users on demand when bridge architecture is deployed commercially.
