Abstract

In one line: No single subsystem's report proves an end-to-end telecom outcome. An evaluator reconstructs the real session lifecycle from independently produced evidence and returns COMPATIBLE, INCOMPATIBLE or UNRESOLVED, without ever authorizing action by itself.

This technical disclosure presents a computer-implemented method and system for reconstructing the actual lifecycle state of a telecommunications session from independently produced subscriber, session-management, roaming, network-API, user-plane metering, charging and settlement records. Its purpose is to prevent an AI agent, closed-loop automation or operations system from treating one subsystem's report as proof of an end-to-end outcome.

The system builds a source-qualified lifecycle graph of typed, non-equivalent states and preserves distinctions that existing systems commonly collapse: an API request accepted versus a network resource installed and delivering service; a subscriber trust change (such as SIM swap or consent withdrawal) versus session release; a function-local release at a visited SMF versus full home-routed or local-breakout session closure; and a usage report versus counted usage versus a charging record versus a settled financial obligation.

Each item of evidence is bound to operation identity, session generation, effective time and verified outcome. Cumulative usage counters are generation-qualified, so UPF restarts, counter resets, counter wrap, duplicate reports and overlapping measurement intervals do not cause double counting. Observations from remote operators are evaluated as bounded intervals with causal links, without assuming a global clock or an atomic snapshot.

Example: a visited network reports a session released while the home network still shows the session active and charging. The evaluator does not promote the local release to full-session closure; it returns UNRESOLVED until home-side evidence confirms the outcome.

For a named objective, the evaluator returns COMPATIBLE, INCOMPATIBLE or UNRESOLVED. Missing or conflicting evidence yields UNRESOLVED rather than a guess. Late or corrected records are applied as append-only, versioned assessments without overwriting history, and an unreachable operator is treated as unknown rather than as empty state. Observation consistency is kept strictly separate from authority to act: a verdict is not an execution token, an outcome receipt or a financial ledger entry, and never by itself authorizes network or financial action.

The reference workflow C-CW-01 has seven phases and 38 stages: identity and source context (stages 01-06); trust and purpose applicability (07-12); home/visited roaming reconciliation (13-18); programmable Quality on Demand and installed resources, keeping accepted, installed, measured and verified as separate facts (19-24); usage and charging lineage from requested through recorded, rated, invoiced and settled (25-30); mandatory predicates to tri-state verdict (31-34); and outage, late evidence and corrections, reassessing only the affected scope (35-38).

The disclosure includes six embodiments, formal mathematics, nine source-derived diagrams and fifteen explanatory drawings, forty implementation checkpoints and a threat model. A Python reference implementation passes 87 synthetic tests, and evaluator latency was measured in eight languages. These results are synthetic and have not been field-validated on live networks.

The technical contribution is verification of end-to-end telecom session outcomes from source-qualified, generation-bound evidence, with explicit uncertainty and strict separation between observing a state and authorizing action on it.
