Abstract
- This technical specification details the structural blueprints, out-of-band execution gates, and algorithmic parameters required to deploy the Citizen Annual Tariff Dividend (CATD) Automated Distribution Framework. Traditional macroeconomic structures utilize border tariffs as volatile political mechanisms that trigger localized inflation spikes and centralized capital stagnation.
SPEC-278-CORE resolves this bottleneck by redefining a tariff as an automated viscoelastic boundary resistance constraint. By tracking external asset flows natively as volumetric mass-flow vectors entering a localized domain, incoming economic friction is harvested via an automated IRS-linked algorithmic engine. This captured energy is continuously re-routed down the lowest-pressure nodes of the social network canvas directly to the individual citizens as a bottom-up annual dividend. This fluid-mechanical distribution loop prevents systemic resource draining and eliminates institutional hoarding, providing an open-source prior-art blueprint for self-balancing civilizational economic infrastructures.
