Abstract

This disclosure describes a proposed mission-locked cooperative governance architecture for the community-owned production of life essentials, including energy, food, water, housing, and healthcare. The architecture separates technology development from infrastructure ownership. A nonprofit research and development entity independently develops and stewards the underlying technology and releases it under open licensing terms. Production infrastructure is owned by local member cooperatives operating under democratic member voting.

A mission-locked legal framework connects these layers. It combines four protective mechanisms: (1) a mission-protected charter with amendment controls that restrict changes to the stated purpose; (2) dedicated charitable assets with dissolution provisions that direct remaining assets to the mission rather than to private parties; (3) open technology licensing that prevents exclusive private control of the developed technology; and (4) cooperative ownership with anti-capture governance rules that limit the concentration of ownership or decision-making authority among investors, private shareholders, individual executives, or outside institutions.

The architecture is further described as a staged deployment, beginning with a single measurable pilot, funded through donations and a published percentage of the nonprofit's net earned revenue, and extending over time toward more advanced automated production systems. The disclosure is published to establish prior art for these structures and methods and to keep them available for public use.

This framework is proposed and has not been legally implemented. It is subject to legal review.
