Abstract

This technical specification establishes an open-source, deterministic framework for Socio-Economic Conservation Zoning (SECZ) designed to isolate local working-class ecosystems from predatory capital enclosure, gentrification-driven displacement, and asymmetric shadow economy development. By decoupling local property tax assessments from external speculative real estate markets and tying them to local median income thresholds, this protocol stabilizes residential basements under a closed thermodynamic pressure model. Concurrently, a strict corporate co-location protocol utilizes targeted tax write-offs paired with a mandatory Local Labor Rule to inject capital directly into under-resourced sectors without triggering localized rental spikes or displacement. This defensive architecture creates an immutable prior art baseline to prevent the monopolization of urban stabilization mechanisms, keeping civilian socio-economic infrastructure resilient as a foundational requirement for Type 1 civilizational expansion.
