Abstract
This disclosure describes a method of supplying electrical power to an AI system, or to the machine or compute zone it runs on, as a short lease that must be continually renewed, rather than as a supply that stays on until someone cuts it. A hardware lease controller in the power path holds a contactor closed only while it holds a valid lease. Renewals are signed and issued only by an independent safety plane, separate from the AI system and from its runtime governor, and only while the safety plane's own conditions hold: its safety heartbeat is present, no reset trigger has fired, and no authorized person has withheld renewal. The governed AI system has no means to create, extend, delay or forge a renewal. When renewal stops for any reason, a declared grace period begins in which machines are brought to a declared safe holding state; the contactor then opens. The lease controller sits downstream of all backup power, so batteries and generators cannot bridge a lapsed lease. Each governed zone has its own lease, so one system can be stopped without stopping its neighbours, and restart requires two authorized people and a verified restore point held outside the stopped system. The result is a last-resort stop that requires no one to win a race to a switch: the system keeps its power only while it keeps proving it is safe.
