Abstract
OADC v3.0 is a single offshore platform that is simultaneously:

A 10–100 MW AI compute facility (seawater-cooled, renewable-powered)

A planetary early-warning node (seismic, tsunami, contamination, marine heatwave)

A marine ecosystem management system (eDNA census, whale collision prevention, IUU enforcement, coral bleaching prediction)

A resource recovery plant (fresh water, ocean plastic → fuel, brine minerals)

A maritime AI service provider (1–5 ms inference to shipping and fishing)
No existing platform on Earth performs more than two of these five functions. The closest analogs — China's HiCloud Shanghai UDC (24 MW, May 2026), Panthalassa Ocean-3 (wave-powered, $1B valuation), Seatrium/Mocean 30 MW FDC, Subsea Cloud capsules, and Aikido Technologies wind-integrated pods — are pure compute + cooling + power. None of them run a single marine sensor, process a single eDNA sample, detect a single whale, or flag a single dark vessel.
OADC v3.0 is the first system where the compute platform is the monitoring station is the conservation tool is the disaster warning node is the revenue engine. All five functions share the same power, the same seawater flow, the same structure, and the same compute. (this is not a small file, and either is the job it may help to do)
