Abstract
A system and method for persistent delegated communication brokering on behalf of individuals with intermittent communication access is disclosed. The system captures a requester's outreach objectives during a brief communication session and structures them into a persistent obligation object that survives session termination, continuing to execute outreach, information gathering, and action coordination after the requester's communication channel has closed. The system resolves non-dialable contact references through multi-source discovery with contextual confidence scoring and a trust-tiered no-auto-contact gate. A multi-modal outreach agent conducts autonomous outreach with mandatory self-identification, optionally employing biometric cloning of the requester, and continuously classifies contacted-party responses into structured dispositions including provision, decline, redirect, and self-qualification. Responses are associated across multiple parties through redirect chains with provenance and confidence scoring, preserving uncertainty through citation-based flagging rather than forced reconciliation. A completion artifact with entity provenance is delivered to a support-network target set that may exclude the requester. Upon re-establishing communication, the requester receives prioritized, pre-digested information with life-critical preemption. Applications include correctional facility communications, military deployment coordination, and disaster response. The system treats requester unavailability as a designed operating condition rather than a failure mode.
