This disclosure describes techniques to employ UAVs to deliver personalized advertisements selected based on the preferences of user groups at locations in the vicinity of the UAV. The UAV can deliver the personalized advertisements by dynamically moving between locations as appropriate to optimize the return on investment (RoI) for the advertisements. Interests of user groups at different locations in the vicinity of the UAV are determined and matching advertisements are selected. The combinations of location and advertisement are ranked to determine the UAV itinerary. The itinerary is updated dynamically based on changes to the user groups/ interests.
